On Saturday night the police were called to 716 Russell St. for a call that the young boy had entered the neighbor's backyard, picked up the Chihuahua and slammed the dog into the ground.
The dog's owner took the pet to an area vet, where it was determined that the dog's neck was broken in two places causing paralysis. The dog's owner decided to have the pet euthanized.
As a result of the investigation, police charged the 9-year-old with Animal Abuse, which is an aggravated misdemeanor. The case will be handled by the Juvenile Court Authority.
The child was released to the custody of his mother. The Iowa Department of Human Services were notified for a follow up investigation.
